The Pag-rangayan Community Development Foundation, Incorporated (PCDFI) is a non-stock, non-profit organization that was founded in 2003 by a group of civic-minded citizens, led by Retired Vice-Admiral VIRGILIO Q. MARCELO, to serve as an advocate of the people in facilitating a comprehensive rehabilitation of communities affected by government developmental projects such as the San Roque Multipurpose Project (SRMP) and to help them uplift their quality of life.
