Spotlight: RJ Yu

Rj Yu is a junior student at the Ateneo de Manila University majoring in Computer Science. He has a knack for both programming and design, often integrating both in his various projects.

He has been using Flash for web development since he first discovered it, and has fallen in love with the software ever since it’s widespread acceptance. His blog, orangelover.net, also a finalist in the 2006 Philippine Web Awards under Blogs category, is a glimpse of Rj’s normal life and experiences with his God, his family and friends, popular culture and the technology around him that is constantly changing.

He is still currently learning a lot in the fields of programming and design, knowing his quench for knowledge will never end. He is currently working in various projects, both in and out of the web. Aside from IT related projects, he helps out in his local Church.

Spotlight: Rick Manzano

Rick Manzano is an I.T. graduate from Asia Pacific College who’s majored in Systems and Software Engineering but absolutely abhors anything that has to do with programming.

Now, he’s trying to pursue his dream of setting up his own clothing line and to continue being a freelance Web & Graphic Designer Photographer.

A nominee for the 2006 Philippine Web Awards under Blogs category, his photoblog, ProjectManila.com, is his attempt to document his exploits in different parts of the metro (and beyond?) using mostly his trusty cam phone and sometimes his bulky digital cam. He’s currently saving up to buy himself a DSLR, hoping to be a professional photographer someday.

Bulacan bags NCC 2006 Best LGU website award

Congratulations to The Provincial Government of Bulacan, for being at the top spot in the 2006 Search for Best Local Government Websites, an annual contest sponsored by the National Computer Center under its eLGU Project. Bulacan retained its title as they already received the same award in last year’s contest.

Further, Bulacan is one of the nominees in this year’s 2006 Philippine Web Awards competing for the E-Government category.

Electronic Payment and Collection System (EPCS)

The Department of Trade and Industry and Department of Finance Joint Administrative Order #2: Guidelines implementing R.A.8792 on Electronic Payment and Collection System (EPCS) in Government was just signed last October 25, 2006. This will take effect upon publication this November.

The guideline provides a transparent process that all revenue collecting agencies of the government, local government units, government-owned and controlled corporations, state colleges and universities can take to enable acceptance of electronic payment (credit card, mobile payments, e-banking, among others). The Commission on Audit is also expected to release government audit guidelines in this regard.

Kudos to the DTI, DOF, Bureau of Treasury, and EPCS TWG for their hard work in making this a reality.

The creation of this guideline was asked by the Congressional Oversight Committee for the E-Commerce Law (COCEC) last year. The body is chaired by Senator MAR Roxas and Congressman Junie Cua. It was seen as a necessity to push for compliance by government agencies to Republic Act 8792 or the E-Commerce Law.
