Futuregen International Founder Wilson Chua believes the government should use the “Highest Committed Level of Service” or HCLOS in selecting the next major telco player. Chua explains, this way, the winner is chosen based on service performance, which will benefit the public. He adds auctioning off spectrum could compromise the financial strength of whoever wins the bid, and services could suffer.
